'Own initiative'

　　同時，王秉剛透露，接下來應(yīng)該考慮運行補貼，只有這樣才能夠真正達(dá)到節(jié)能減排的作用，國家財政部已經(jīng)表態(tài)，新能源汽車要給運行補貼。下一步公交車應(yīng)該適當(dāng)減少購車補貼，運行補貼加少量的購車補貼來代替現(xiàn)在的國家和地方的購車補貼。

　　對此王秉剛認(rèn)為，“同為純電動客車，相差70萬元的財政補貼額度，肯定是有問題的。”據(jù)了解，鋰電池充電8小時左右可續(xù)駛100~200公里，超級電容充電3分鐘左右可續(xù)駛20公里。因此在私家車、長途車上，鋰電池車擁有續(xù)駛優(yōu)勢；而在城市公交、24小時循環(huán)牽引車上，超級電容車即充即走，更靈活。

　　《提案》指出，新能源客車的推廣補貼標(biāo)準(zhǔn)，應(yīng)以實際節(jié)能減排效果來確定，而不能以制造成本來確定。

　　兩會期間，全國政協(xié)委員、中國農(nóng)林水利工會主席盛明富提交了《關(guān)于促進(jìn)新能源車財政平等支持的提案》（以下簡稱《提案》），希望超級電容純電動客車獲得公平的市場環(huán)境，真正由市場來決定技術(shù)創(chuàng)新的前途。
